Honorary Teacher Discrimination

TEACHERS honorary teranulir become civil servants in Central Java , in need of protection . Because, until now their fate is still in limbo . GURU honorer yang teranulir menjadi pegawai negeri sipil di Jateng, membutuhkan perlindungan. Sebab, hingga saat ini nasib mereka masih terkatung-katung. Ketidakjelasan 1.125 guru honorer di Jateng yang gagal menjadi PNS sesuai dengan janji pemerintah adalah bukti adanya diskriminasi.
Salah satu isi Surat Edaran Menpan No 5 Tahun 2010 merupakan ganjalan diangkatnya guru honorer. Di mana di dalam SE tersebut disyaratkan guru honorer yang bisa diangkat menjadi PNS adalah tenaga honorer yang penghasilannya dibiayai oleh APBN atau APBD dengan kreteria diangkat pejabat berwenang, bekerja di instansi pemerintah, dan masa kerja minimal setahun pada 31 Desember 2005.
Persyaratan tersebut membuat posisi guru honorer kian terpojok. Sebab, selama ini SK pengangkatan guru honorer di Jawa Tengah kebanyakan berasal dari kepala sekolah, bukan dari pejabat yang berwenang, misalnya Dinas Pendidikan. Dengan kata lain, secara tidak langsung SE Menpan tersebut justru menjadi bukti keberadaan para guru honorer terbaikan.
Diprioritaskan Untuk menyikapi masalah itu, ada baiknya tahun ini pemerintah lewat Kemenpan harus memprioritaskan pengangkatan guru honorer yang teranulir tersebut. Caranya dengan mengurangi jatah CPNS dari formasi umum untuk kemudian dialokasikan kepada guru honorer yang teranulir.
Selain itu, pemerintah daerah juga ikut andil dalam meringankan beban hidup para guru honorer yang teranulir tersebut. Caranya dengan mengalokasikan dana tambahan dari APBD untuk menambah gaji guru honorer supaya lebih layak. Tujuannya agar kehidupan mereka lebih sejahtera dan fokus dalam mendidik anak-anak di sekolah.
Tak kalah penting, supaya tidak ada lagi berita tentang guru honorer sehabis mengajar di sekolah menjadi tukang ojek ataupun kuli bangunan demi memenuhi kebutuhan hidup.(75)
